What does balanced signal transmission mean?

Cables with balanced signal transmission have two useful signal-carrying conductors, through each of which the same voltage is sent, but whose oscillations are mirror-inverted. Any interference therefore affects the signal conductors equally. However, since the useful signal consists of opposite-pole voltage values, the interference is cancelled out by difference formation.
